for my baby tegu i will be using a 40 gallon breeder and i was wondering if i used a mixture of coco husk and cypress mulch would it be ok humidity wise? or can i use the exo terra sand mixed with cypress mulch if i will be feeding him in a different cage.

I would just use play sand, and mix everything you mentioned together. The humidity is determined largely by the cage design. For example, if you have hot lights and a screen top enclosure, you'll have low humidity, because all the moisture will escape through the top. You need to have a sealed enclosure to maintain humidity.
