How big should my B&W be at the age of 1y/o?

Starting to get alittle worried about my tegus growth. Been looking at other tegus thats aprox the same aye as mine but mine is like half the size. Mine sleeps ALOT aswell.. Can that be like a reason why he doesnt grow? Ive had him for nearly a year now and this is how big he is.

Is that a normal size for a 1 year old tegu or is he like stunned in growth or something?

It depends is it male or female,has it hibernated what is the temperature and size of the inclosure how often is it fed?
