Thick layer of cypress mulch with a slate basking site over it. Can thin out at the other end of the cage. Add water a couple times a month. Now your Tegu can dig a burrow and it will be real humid. They spend more than half their time in the burrow so no shedding problems. I'm in AZ. 10-15% RH most of the time.
