Yes, depending on the situation and age of the tegu it can be a combination of things. Avoidance is one, it's non threatening body language but sometimes they still keep one eye open depending on your angle. Sometimes it just them enjoying the moment.
I've heard that it could be them trying to ignore your presence. Mine closes her eyes when I give her jowl rubs, but yet she leans into my hand? It really depends on the nature of the encounter, I suppose.
