UVB and MVB bulb problem

I temporarily had my tegu hatchling in a small enclosure with a 50 watt halogen flood and Big Apple Herp Sunblast 10.0 compact flourescent. Yes , I know the CFL UVB thing about the bugged out eyes and such, but I also heard that those problems have been fixed. Well, anyway, He was ok with the halogen but seemed to avoid the CFL, which was positioned directly next to the halogen. I assumed that because the halogen was warmer, he preferred it. I then moved him into a 3x6ft enclosure with the Sunblast bulb and a 90 watt halogen. The basking spot was around 110 degrees, which he liked. He stayed at the middle of the 12x18 inch piece of slate that I provided. Now I replaced the Sunblast CFL and the 90 watt halogen with a zoo med Powersun 100 watt MVB. The basking spot is only 93 degrees and the tegu just stays near the cooler outer edge of the basking rock. he seems to dislike the UV. The lamp is 17.5 inches from the slate rock. The zoo med directions say at least 12 inches. If I were to increase heat by going to the 160 watt version, it would be even more UV. What should I do? Thanks all for your help.

My tegu made me a liar today. He was basking under the 100 watt powersun, but the temp was only 90 or so. I added a 50 watt halogen and he immediately moved from the powersun to the halogen. the 50 watt halogen gets basking temps in his new enclosure about 95 degrees. I had to put the 90w halogen back to get temps to 115. I will try the 160w powersun, but do you all think he is avoiding the UV? see my first post in this thread.
