I'm getting my first tegu this summer (a B&W from Bobby), and it's basically my first lizard (I had anoles as a kid, but those hardly count.

Can I start my tegu off in his adult enclosure? Or will he need a small enclosure in order to feel safe.

Well an Adult cage is going to be any where from a 6x3 to 8x4. I would be concerned about about putting him in a cage that large for a few reasons. Mainly I would be worried that he would have issues finding his basking area and cool areas.
Stress is also something I would think about too.

I start mine off in a 160 Rubbermaid, then move up to a Iris 175. From there they go into a more adult cage.

Personally I think the adult cage would be to large for a hatchling.
