Questions about PROPERLY sealing an enclosure

Hello everyone!
I recently bought an enclosure for my juvenile blue boy to be moved up into. The person I bought it from said it had been sealed but in reality it was just painted.
I'm going to start "rehabbing" the enclosure to get it ready for my boy. My main question is since it has already been painted with unknown kind of paint do I need to sand off the existing paint and start from scratch? Or can I seal over it? We currently plan on using Dryloc to seal the enclosure as I've been reading other threads and it seems to be the most recommended. Any help, input, suggestions...anything is GREATLY appreciated!

I would recommend regular exterior paint. Drylock is for concrete block walls... If it can stand up to outdoor weather conditions then it can take what you will do to it...

If you are painting over existing paint, I would use exterior. Do you know it the existing paint is water or oil based?
