Humidity problem?

Hello, about 3 weeks ago i got my first tegu and he has been a joy but i have had a problem with keeping his humidity up..
He is in a 40 gal glass terrarium, substrate is coco husk, heat light is a 75 watt zoomed spot lamp and he has a 10.0 uv strip. He also has a little pool.
When i would spray down his cage and like soak his bedding it would max out at like 60% humidity and start going down from there, lowest its been is 50%. I did cover the screen with like a cloth thing you would put on your coffee table and i would have my fan off.
I dont want to keep soaking his bedding because i think some mold was growing but i couldnt really tell if it was mold or not. I think it was because i only sprayed the top of the bedding and never mixed it around, now i mix it around everyday to try to prevent mold. but since the bedding is a little dry he sneezes because of the dust i think.
He is very active and alert.
Right now i have a hot humidifier in my room too see if would help, its been running in my room with door shut for about a hour or 2 and in his cage its 61%.
Does anyone have any tips for me?
Thanks!
