Budget thermostat and heater combo

I found this thermostat on Amazon, the Hydrofarm MTPRTC Digital Thermostat For Heat Mats. http://www.amazon.com/Hydrofarm-MTPRTC-Digital-Thermostat-Heat/dp/B000NZZG3S/ref=wl_it_dp_o_pC_nS_nC?ie=UTF8&colid=1O6YTHBTACGFS&coliid=IYTNRZ49DUSW4. If combined this with the Cozy Legs flat panel radiant heater http://www.samsclub.com/sams/shop/product.jsp?productId=prod1590692&navAction=, and put the heater through a corded lamp dimmer http://www.amazon.com/Lutron-TT-300NLH-BL-Credenza-Dimmer-Black/dp/B00024BJZE/ref=sr_1_3?ie=UTF8&qid=1341748768&sr=8-3&keywords=lamp+dimmer, to fine tune the heaters output, that would be a sweet combo for under $100. I'd have enough money left for a couple of bags of cypress mulch http://www.agway.com/catalog/home_and_garden/mulches/other/10202316_agway_cypress_mulch_3_cuft.html. Just thinking outside the box.

I use this thermostat, for the money it is not bad. There is about a 3 degree variation. I would buy another one.
