usually it takes around a week for them to get use to the enclosure and adjust and start eating more frequently. Tegu's are not like other reptiles that stress out easily, and will usually accept food within the first week, mines started eating like a champ on the second day. He eats more now though.

For now try to work around in the enclosure, spot cleaning and changing water.

I know your not suppose to feed in the cage, but for the first week instead of constantly moving mines in and out of a feeding bin i offered food on a huge plate inside the enclosure, now he is feed in a bin.

Gaia went through a little spell where she would only eat in her enclosure, so I fed her on a plate when she wasn't around to see. I don't think this is too detrimental to their progress since they do have to eat no matter what.. just try to work on getting a good tub feeding regimen once your guy is comfortable with being handled. Strange evil is right too, try spot cleaning so it can get used to you being around. Eventually, you won't been seen as such a threat once they realize you're there to feed them, not hurt them haha
