Someone Said they're not old enough for puberty, since you don't know the age I'm just gonna say it's probably puberty. Either that or a health problem. Certain types of vitamin deficiencies can cause psychological problems before slowly killing the reptile. Its probably puberty though
Tegus need handled a lot to tame down. Especially gold tegus. I had to start mine off by just sitting with my hand in the Cage until she got used to it and stopped panicking. I worked up to chin scratches and petting from there. It's a long process but it works
My young tegu had this problem when I brought her home. I'd get her checked by a vet but mine just needed a hotter basking area. They're very likely to loose their appetite over temperature they don't like
