So you think that they will retreat to a humid hide to stay hydrated? It seems many others do not think this. I would love for it to be the case, as I would love for my girl to be able to spend more time out of her enclosure
When I got my girl I planned on her being a free roaming tegu. Once I got her home and really started looking into it, that seemed like an unhealthy idea. I still think about it though and wonder how much a tegu can monitor what it needs? How much can it realize it needs a humid environment...
If you need to get the humidity into an enclosure just pick a cool mist one that is easy to modify with a tube. If it's for a free roamer I would just use any humidifier. I also would realize that it will be almost impossible to create as much humidity as is optimal for them without an enclosure.

Seems like a lot of tegus in a small space to consider breeding. Not trying to be a jerk, because I am relatively new to tegus but by monitor and similar sized lizards I have worked with that seems like snug accommodations. Is this common for those breeding indoors?

I would definitely cover the top with a towel or aluminum foil. Be careful though, as it will hold heat a lot better and you will likely need to drop down to a lower wattage bulb, to still get a nice gradient.

Cypress mulch works well but the very best I've found is just dirt dug up from the yard. You can mix in about 25% play sand. The most important thing about your substrate is that it holds humidity. Cypress does that well. Dirt will also hold a burrow though, which they seem to like.
